Not sure why it took them years to turn this into an article, but...

One thing I really hate are the "loving Bungie, this is all their fault, they shouldn't be laughing because somebody was fired duuuurrrrr!" comments.

Microsoft is the publisher. They are responsible for ensuring the game (and all related content, including the editing kit where the image was located, buried deep within code) is launched on time, under/on-budget, and that the content of the game reflects positively on the publisher. The people would have been fired for not doing their jobs, which is to scan through all the content to make sure there was nothing obscene inside so that the ESRB wouldn't flag them.

That was their responsibility and they didn't do it, costing the company a significant amount of money.

It has nothing to do with what the developer puts in the game, because it's the publisher that handles classification with the ESRB, and thus the publisher needs to be constantly checking on the developers in case the developers try to pull a Hot Coffee and sneak/leave in content that players aren't supposed to see, but could be an issue anyway.

They didn't put in the game.

They put it in for a very specific error in a very specific tool in the development kit. The Development Kit was handed over to Hired Gun Studio who made the PC port. We can absolutely confirm that they modified the source code because Microsoft requested that the Development Kit be "locked down", and so a lot of features and functions of the H2V editor are locked and cannot be opened.

Hired Gun should have replaced or deleted the image when compiling the final executables, but instead they left it in. The forget up is not with Bungie, since Bungie weren't the ones to release the editing kit and never intended for that image to go public.

EDIT: Since Hired Gun Studio was owned and run within Microsoft (and dissolved after 2007, with their only project being Halo 2 Vista), I think you can easily guess who was fired.

Because online only games are typically suffixed "online." I'm sorry I overestimated your capacity to draw conclusions.

Oh, you'd think I'd have thought to mention this, but the latest patch has removed the dumb loadout system, with a match's weapon settings actually taking effect now.

This is unrelated to the above post, but... The Master Chief Collection has the file share, doesn't it? Why does 343 seem to neglect making file browsing available on their website?
