A coup replaces the extremist mayor.

It was led by a large assembly of citizens - they claim he threatened to execute anyone over 15 who refused to be part of the police force.

Osage issues a statement that Franklin's Mayor and other exilees will be accepted under conditional asylum, the conditions being that they may live as residents, but are not permitted to influence politics outside of Osage's borders, and any undercutting tactics on their behalf will result in them being turned over to Franklin's newer authorities for punishment.  The same is offered for any other that wishes for political asylum.

Osage agrees secretly to Smith's proposition, and sending two teams of three guided as terrorists after a week of observing guard patterns and the like.  Two key bridges are demolished.  Osage keeps this a secret, save for sending two letters to Smith's city council, one of which containing pictures of the men and women setting the charges.



Osage applies to the county and state authorities (of whatever may remain) for the right for a city charter.

The large assembly of citizens in Eldridge experiences its own troubles as ringleaders begin to vie for power, but things are relatively quiet for now.

Osage gets no reply from state authorities, as many roads have become impassable due to road gangs and many towns setting up roadblocks, checkpoints, and barricades that only locals are allowed to pass through, and all forms of electronic communication go down following a massive power spike that has probably ruined the system for good.  Osage can do what it likes.

The clear leader was the leader of the coup, there are hardly any objection.

Good to know.  Osage begins drafting a charter.

Following the death of two children, serious injury of another six children, the injury of three adults, and major damage to trash recepticles and raids of kitchens by feral hounds, laws are passed to require the limited licensure of animal breeders.  Any other animals that are not owned by licensed breeders are to be neutered or spayed so that an uncontrollable population of animals, namely dogs and cats is prevented.  The police force, the volunteer law enforcement, and the acting agents of the parks and recreation bureau are merged to form the Osage Municipality Guard.  This authority's environmental branch, mainly comprised of licensed hunters and a few park rangers, is issued orders to kill off any invasive species, and asks permission of other authorities outside of Osage to either allow them to act in their territory with the same purpose or to ask the cooperation of said authorities to eliminate invasive species that could compromise safe food and water supplies or public safety in general.
