Following the death of two children, serious injury of another six children, the injury of three adults, and major damage to trash recepticles and raids of kitchens by feral hounds, laws are passed to require the limited licensure of animal breeders. Any other animals that are not owned by licensed breeders are to be neutered or spayed so that an uncontrollable population of animals, namely dogs and cats is prevented. The police force, the volunteer law enforcement, and the acting agents of the parks and recreation bureau are merged to form the Osage Municipality Guard. This authority's environmental branch, mainly comprised of licensed hunters and a few park rangers, is issued orders to kill off any invasive species, and asks permission of other authorities outside of Osage to either allow them to act in their territory with the same purpose or to ask the cooperation of said authorities to eliminate invasive species that could compromise safe food and water supplies or public safety in general.
