When a player joins and they dont have certain add-ons that you want players to have for your server, (client mods, decals, ect?) it kicks them and gives them a link to what you set as required.

Just have the client have an addon that sends a handshake to the server.
If the server does not receive the handshake in a certain amount of time, it will kick the player.

This is impossible unless you have the client have an addon that sends their entire addon list one by one. And even then, they'd need the addon that sends their addons before they joined.

Didn't Mr. Wallet's or some other big mod do this? You got prompted with a DL link at join. It might have been an RPG or something

badspot has banned people from the master server for things like this, like hosting older versions of blockland

what may work better than to kick them is to password the server, and the addon automatically shows it as no password + puts in the correct password

No one has been master banned for requiring certain add-ons. Only for flooding, faking information, and running older versions.
And letting people run around not getting the full experience is probably the worst idea. Especially when they're also taking up space and potentially harming the experience of players who are invested.
The password thing would take a lot of work, and would only make the gamemode harder  to pass onto other people when the host is done with it.
