It's not that ridiculous. When you take charge of an organization you assume responsibility for it. Don't take responsibility for an organization with a dark past unless you're willing to own up it and seek to improve. That doesn't mean he needs to feel guilt or beat himself up over it, but an apology is a kind gesture. I personally wouldn't have apologized since I don't feel that had a whole lot to do with me, but I would certainly express regret for the organization.
