They might be for hat abilities.
That way, I can equip the syringe gun with my +15 health on hit and get crits back. :D

Valve did this because they are asses. Apparently the pulled all sorts of stunts in tf2 back before the updates. Besides, they got to remind them selves of what is over powered. *hints at pyro update*

No one remembers the "+50 hp" stat that the back burner had? 225 health pyro is OP. Valve employee weapons or OP.

So apparently they have been testing the SAME aspect of the game since the medic update. They are just screwing around with their weapons.
