Like, if I'm hiding from a bandit, and I shoot a wall near him, he will turn to look what the sound was. Is there a such mod?

close, but it involves you throwing/knocking over an object to make him hear it

Wat about the thieves arsenal mod? I believe it also has special noise arrows.

Other than that, I don't think there is any mod that lets the AI "hear" arrows because it isn't really something you would want to make a mod for...
