I don't know how to find the IP address I'm using, so whatever; just find the server :P

I think the IP may be 10.0.1.13. Try that.

What version of the game your running and the IP you posted isn't a real IP.

the new test version is what most of us are using right now. http://www.openttd.org/en/download-testing

but many of the users around here still use the normal http://www.openttd.org/en/download-stable
this requires the basic game to be installed first http://bisjac.net/bisjac/files/ttdlx.rar

and these 2 main versions do not work with each other

Why won't people stop hosting on the Test version, the stable version (7.5) is much less buggy, not to mention your trains don't go down the wrong track all the loving time (bad memories of Bisjac's server, I deleted my megatrack five times in an attempt to fix the trains, I ended up saying "forget it" and building an assload of turn-arounds)

That never happend to me on the beta version.  You were just doing it wrong.
