Surf isn't. Rock Smash can be put to good use, Although it's 20 BD, it lowers defense 90% of the time. Waterfall iis good for my Dragonair. Strength is better than slash ;D. If you need critical hits, just use Scope Lens. Fly is essential. Flash, Defog, Whirlpool, or any other HM I didn't mention suck because they do nothing in particular that is good.
