Reg, the Voltorb game's not luck, it's logic. Look at the guide on page 178, I believe.

Also the internet says it's mostly luck, yeah you can figure out a row with 0 Voltorbs can be all flipped and if it intersects a row with 4 Voltorbs you shouldn't flip that row, but after that's it's pretty much luck of the draw
