Is there anyway to reteach flamethrower without getting 10,000 coins?

Theres a TM for it, I dunno if you can buy it but I found it on the ground outside Mt. Silver. You can probably also move tutor it.

I did. I mean the move tutor that you can teach secret moves like Dynamic Punch, Firepunch, etc. Not the one that gives the starters moves or moves they could've had before.

There's a guy in Battle Frontier who costs BP and teaches moves depending on the pokemon but he doesn
t seem to have Dynamic Punch on his list. And it's not a TM in gen IV so yeah.
