Yes it was. You have to place one of your torches on it and then light it.

You can't build it because it has to be on paved ground around 5x5-6x6 in area. To make paved ground you will need the stone working skill, but first you have to make a wooden plow to plow the ground and then place rocks you chipped from the random boulders to make paved squares.
