Also, if I could, I would just take off the wheels for the tank and other stuff, and make it. But I can't, so :(

I'm pretty sure you can't make things hover, or else we'd have working Helicopters.
And it would help to make it say Hovering Tank, so people wouldn't think you meant a completely new vehicle.
