Pirates wouldn't be in Japan in the first place. The Japanese were so secluded, that when an American Admiral steamed into Tokyo bay in the late 1800's, they freaked out at his gunboat. It's like a pirate galleon but steampowered.

They do carry at least 6 pistols. Go look it up. I never mentioned reload speed and I already clarified they're not drunk all the time. And flintlocks are really easy to reload, more so than the blunderbuss or other rifles. flintlock pistols also coud have multiple barrels and I doubt a pirate would pass up the oppurtunity to get one.
