Why is there no Children or Animals in the GTA Games?

It just occured to me that there isnt any animals to hit with a car, or children to kick off a ledge. I wonder why that is so.. It would be fun with Animals, so you can go hunting GTA Style, Or hit a deer with a car. And the Children is up to you, Although theres adults, but not Children, It would make the game more social Real.. Anything else to say?

The ESRB won't rate or will give an Adult Only rating to games where children are killable. Game retailers don't carry those types of games.
