It's also what the French language uses for quotation marks. So if you were to be quoting someone, it would look like this:
Je viens de parler avec Marc. Il a dit, « Je ne peux pas aller à la boum ce soir, j'ai besoin d'étudier plus tard. »
That sentence reads: I just talked to Marc. He said, "I can't go to the party tonight, I have to study later."
