ELO is like a dynamic skill list. If you kill a person with higher or similar ELO skill level, your rating goes higher. If you kill those lower than you, it won't increase as much. It DOES NOT affect game play.
However, if you do not play for a while, your rating goes down as well, as it expects you to play frequently to keep your ELO ratio up.
