If you buy a game off steam you don't need to enter any key..And if you bought it in a store, and it doesn't say STEAM on the game box, then it doesn't work with steam.Oh and BTW, just because a game is ON steam doesn't mean if you buy that game in a store you can get free updates from steam if you enter the key into steam.
There is a special section in the steam support directed at Just Cause 2. I'm not a dumbass.

EDIT: And in the manual, it says you need to activate the product on steam.

I know, my key only has 1 G, and it didn't fix it.
