Just Cause 2 CD key help

I've purchased just Cause 2 and I'm having trouble entering my CD key into steam. Yes, I've looked at steam support, and my key does not include and os, 0s, Bs, or any other digit that was listed. Any suggestions?

If you buy a game off steam you don't need to enter any key..
And if you bought it in a store, and it doesn't say STEAM on the game box, then it doesn't work with steam.
Oh and BTW, just because a game is ON steam doesn't mean if you buy that game in a store you can get free updates from steam if you enter the key into steam.

There is a special section in the steam support directed at Just Cause 2. I'm not a dumbass.

EDIT: And in the manual, it says you need to activate the product on steam.

    * The number 0 (try entering the letter Q or D instead)
    * The number 1 (try entering the letter I instead)
    * The letter O (try entering the letter Q or D instead)

Check instances of the following pairs to ensure these characters are not being confused:

    * The letter B and the number 8
    * The letter G and the number 6

Tried I insted of 1, or B insted of 8, or G insted of 6?

That's odd, keep trying different combinations of fixes. (Though there's probably many different combinations keep trying)
