I'm pretty sure that's inside but with extremely decaying surroundings. You can see the semi-circular raised platform that surrounded her in her room lying broken on the ground under her now.

Why does GLaDOS look different, even though Portal 2 is YEEAAAARS ahead of the first game, she'd have to look the same because no one is around to fix/upgrade her
