This is a good idea. Especialy for dedicated servers. This 'Bot' would be just like the bots in IRC, kicking/banning under certain circumstances. This wouldn't have to be a real player bot, just a console one. You could choose settings for it, maybe in a GUI? You could tell it what do do if someone doesn't use a baseplate, it could do nothing (mostly for free builds), it could give you a warning (too much then kick), it could kick you (too much then ban), or ban you (kinda stupid for baseplate matters). This can work because of the IRC bots.
