Terminal velocity is about 120-150 mph depending on weight and it actually is possible to survive a fall at terminal velocity with technique and precision. This means that someone could theoretically fall 30,000 feet out of an airplane onto concrete and survive it, people have survived pretty intense falls with a little bit of luck. I looked it up and about 50 people have survived a fall from an airplane while entrapped in debris since the 1940s, 13 people have survived a complete free-fall from an airplane since the 1940s.
