you know like to make it turn better, kill easier, make a bigger explosion when the car dies ect.

Technicly there is already a vehicle tweaking mod, it's called scripting.

So I think he wants something like a gui that shows a vehicle. From there you can edit the vehicle. E.G. Wheels, color, speed, explosion... like those car customization in car games.

we can cap the enhancements

Sounds like something that would need an engine change, or a lot of strenuous scripting.

But then again, I'm not an expert on this, so I wouldn't know.
