You just do events or authorize raids for the drones.
Transports are only used for large raids in which regular HK aerials cannot carry enough people - they also carry harvesters, drone pods, HK aerials and T-MOTOS. To be an infiltrator, PM me and I'll think about it. If you're authorized by a moderator to use a EMP rifle for humans, (one use), the drones can be downed and reprogrammed by people who know how to reprogram them.
