No. The first guy was found aimbotting and wallhacking (etc) prior to receveing his Golden Wrench. Once the forums exposed him (since they were mad and said he didn't deserve a Golden Wrench), Valve saw the proof plus his confession and VAC banned him along with removing his wrench.

As for #27, I lol'd. If you think he's an idiot you must be insane.
