The fan is just one of those annoiying weapons. In the hold days scouts would hide behind a wall and wait for prey. Once they found a target they would use their sandman to stun then run up and blast their target and run away. Rinse and Repeat. Of course scouts will tell you that they hate the direct hit because it instant gibs them at close range.
