Someone is browsing servers, clicks on one. A little "pull out" part of the window pops out with the servers description. It would be customizable through the "advanced" options when making a server, and through RTB server prefs.

longer server names
They could be longer(15 char. longer). So you could give a little more description in your server name.

As for the RTB bit, that's up to the makers of RTB, not badspot
