Script that allows wether to spawn items or not.

I need a script that makes it wether you are allowed to spawn items or not.
Also, maybe a script to set what type of items you can spawn and NOT spawn.
Also, RTBprefs on who can spawn or not spawn.
And, maybe setting weapons and tools to a set category?

I need it for my server.
Some weapons can be spawned, but later, it changes to other random weapon.

Edit:
Plus on one side, I want to enable Tier + Tactical, only some of the weapons I need, but the rest I don't.
