I think he means a black version of the portal gun that when you shoot a wall it creates two portals one on one side,one on the other side.

I understand this add-on, and I really like the idea.

It's supposed to be a weapon that when shot at a wall/floor/etc, it creates a black void that sucks in near-by players and vehicles, thus killing/destroying them.

One portal teleports you to the other.

HOWEVER,

Black-Hole Generator-
Fires dark-voids that suck you in.
Does NOT teleport you.
Kills you when sucked in.
Works in vehicles.
