There is responsible use of these. What we need is protection against multiple uses of them in a single post, depending on total length.

A limit on emoticons-per-post would probably be a better idea.
You rarely need one, or even two emoticons for any single post.

Edit: Another thing, these icons could be spammed even if they were removed using image tags.
So a limit probably would be pointless as well.
