Either you're in the wrong directory and handicapped, or your gmod is corrupt.

Okay, in steamapps/shockwaev/ there are 3 folders.  Portal, Team Fortress 2, and Gmod.  within Gmod there is no addons folder.

They're in the addons folder, but they are not working.  I feel like a dumbtit right now :C  Do I need to enable them or something?

Look inside the add-on's folder that you downloaded. If it doesn't have a info.txt you have to replace the base files of gmod which is highly unstable and unrecomended.
