My PC costs that much and hardly ever lags. Aim for a good graphics card, I realised that that's what causes most of the lag.

Get a decent motherboard with PCI Express 2.0. A decent video card like a 260GTX maybe or preferably a 460GTX if you want to spend the extra 50 bucks. 3 Gigs of ram is all you really need but make sure to get that gaming ram because that does make like a 10 fps difference. Get at least a dual core processor and that'll turn out to be like 1,200 dollars maybe? Maybe even less.
You mean at least 4 GB of RAM and at least a Quad core assuming he wants to run the most demanding games great.
