Setting a Rank/Tag?

I know this been suggested many times, but how come nobody makes a working one?
This is a basic command where you say /setrank [player's name] [rank/tag] so example, /setrank paulcall Blockhead.
Then, it would come in the chat like this,
BlockHeadPaulcall: Hey everybody!
