Oh please, doesn't everyone already know how to effectively raise their Sneak skill? Just go into a sleeping person's house, go into their room, go into sneak mode, and walk into a wall. You should be a Master of Sneak in about an hour.
You can also master the Illusion skill and then buy a 100% Chameleon spell.

well it depends if your street lights actually have sensors on them or not, some cities just use timed lights while others will have a sensor for it.

whether or not you'll need to hold the light there, I can't tell you for sure, but you'd need a strong enough laser in the first place. try testing it out sometime.
