Take the EMP rifle + HE grenade = EMP grenade
This is fictional, so there may be no pics, but what this is you throw it, and after 5 seconds, any electronic device (Vehicle, weapons, Bots, Evented bricks, and JVS lights) within a 10 foot radius of where the grenade landed and detonated, would be temporarily disabled for 30 seconds, leaving your enemies sitting dux, and you could kill them becuase the EMP grenade would not affect the player who threw it.

I don't know... many events aren't really electronic. Maybe have an event that is "OnEMPHit". Otherwise it would be abusive by disabling EVERYTHING, not just electric events. However, if used in a fort war, no one is going to event something to break. Hmm... an interesting dilemma.

how about it disables bots and players for five seconds and does exactly what the emp rifle does on to of that? five seconds is plenty of time to kill if you've got a sniper or something, and that way its less abusive.
