I mean, the general Blockland population doesn't now how to script or animate, so, a tutorial
for vehicles is vital for people who don't know how to make them but want to learn.

In other words, nobody is going to make a step-by-step tutorial for you unless they're insane. You could show some initiative and try to get into modeling, because that's where you'll have to start. Once you've got modeling down, take a look at scripts for vehicles that you already have. If you need to use code from a vehicle's script, be sure to first ask for permission to do so, and if permission is granted for you, also be sure to credit the original author of the script.
