Oh, I see. It's an international treaty, and therefore must be signed by the leader of a country, namely President Obama in our case. We have no say in the matter, all we can do is try to persuade our local Congressmen to not allow the President's signing to go through. The bad thing is that President Obama has shown support for this treaty.
