Unless you've already started the game, I believe that the right click menu has a deletion option. Don't really remember though.

No, the reason why you can't is because when you place a module it becomes a static part of the terrain, whatever you're placing it over is basically deleted, if you were able to remove it you'd be left with a giant hole in the landscape.

In that case, just nuke the ground and start over from the crater.
