Keep firing on the workers while his gun recharges, then when it is recharged have him shoot the workers. Keep switching roles.

Don't you think the heavy with the cannon that does lots of damage should be attacking the boss, and the other guy with the gun that doesn't do as much damage should be attacking the workers?
