You must have a Source game (the ATI and Nvidia free offer ones do not count) to be able to play Garry's Mod. I'd recommend getting Half-Life 2 or CSS.

Ya, most textures for Gmod addons and stuff come from C:SS. I bought it and it got rid of a bunch of missing texture.
