It has its pros and cons for staying nuetral.  Like for instance, you have to give a part of land to a country who is in the war for a temporary/permanent amount of time.

What if they choose to drop the nuke/atom bomb with a bomber? It's likely we wouldnt see it in 45 seconds. If we did, you cant get there in a matter of seconds, most likely, anyway.
