GTA 4 Installation Problem :C

Kat just gifted it to me. It finished downloading. It did 7/8 steps on Steam. On the 8th step, it says:
Installing: Steam SecuROM Activation

And a dialog box that says
"Activation in Progress
with five bars right here and
Trying to Connect...

Start          Stop activation         Cancel"

I'll get a pic up. Help? :C
