No, we shouldn't.
How would it work? If a majority of the users vote yes? It's surprising when 10% of the users are actually using the IRC.
What if it's just a majority of the users who actually voted? Well what if everyone's inactive and a group of suspicious users hop in. They could pretty well votekick everyone off.

I think the way it should work is it notices when you have those very bad habits, but does nothing about it unless people start reporting. If a group of 10 players come in and start reporting everybody but the people they report don't have any marks on them, nothing happens.

Also, simple kick warning the person and giving them a mark if they repeat themselves multiple times.
