I saw three Unusual Hats yesterday (two owned by one person, all three in the same server), one was a Troublemaker's Tosslecap with a heavenly golden aura, one was a Soldier hat with colorful flames coming off it, and the third was a Sniper hat with green and yellow confetti slowly falling off it

Okay so how about this, I've heard of a similar policy so I'll try it out;

I have a Series 1 Crate, I'll trade it to someone and they can open it. If it's a hat I get it back, and I'll trade you some things in return for your services, but if it's anything else you can keep it for free. If it's an Unusual Hat I'll throw in one of my hats as well.

How do you get Unusual hats? :o
