It's kind of an attachment for Spartans, more or less. The "bulge" is like a telescopic viewer the user can activate for it's zoom. Same principles for ODST's.

.. how the forget would that work out though? if the guy is too close for a teliscopic sight but too far for free shooting, you basically have nothing to fall back on.

Because the reticle on the Spartan and ODST's HUD doesn't exist.
