Well I just though of an idea, that would be cool to see on steam. A game trading system. Like let's say i was bored of some of my half life games, but my friend wanted them, but he was bored of his call of duty and that was what i wanted. We could trade them and we would both be satisfied. Although steam wouldn't like this because it would make them lose money. So they could add a price depending on the value of them games being traded. What do you guys think?

And then people who are stupid enough to get scammed, will get all their games stolen. So they get acc back and everything is gone.

Someone could rip you off and give you a ripped copy and get you arrested, so in my case Probably not.

Most game licenses are non transferable for a reason.

Meet your friend in RL. He/she gives you money and you buy a game for them and give it to them as a gift.

This would cause steam to lose tons of money.

One of the main reasons you see publishers selling their games on launch day through Steam, despite the risk, is that they know their games will not be pirated or sold second-hand at a later time. If you allowed people to trade/sell their games Steam would be no better, perhaps even worse, than B&M retailers like EB Games.

There is no incentive for Valve to allow this.

This is bad enough on roblox. Why take it to steam?
