We can't use our phones at all. I've never heard of a school that allows it.

Neither. You were just simply confused and the man in green (Is he a consular or the principal..?) took it as if you were just making trouble or something to those likes. The whole situation is a bit silly, but it's over now; Just know for future reference what the abbreviations mean.
He was the principal, and he's an ass. I'll sure as hell remember GO from now on, as if it's that much harder to at least write "guidance."
