Does anybody know where to find blue heaven in GSF California (SAN ANDREAS)

BTW: If I am, indeed making myself sound stupid by requesting the location of Blue Heaven when, in reality, there isn't one- please notify me without insulting me.

So i'm wondering where blue hell in GSF San Andreas is

(Unless there isn't one which would be easier to know if someone just told me...)
