My SMP Minecraft Server Lags Too Much

When ever I host it says "Can't keep up! Did the system time change, or is the server overloaded?" every now and again and the server lags to the point of Minecraft freezing. How do I fix it?

Before you say "Post in the Minecraft thread" I did and did not get an answer.

Not enough RAM. Your time keeps messing up.

I has 4gb RAM. That should be enough.

If you're running it via the jar you need to run it with enough RAM provided to it.
