I disagree with any form of voting.

You know how people get around here.
Voting against banning obvious trolls so they'll be 'cool and hip' and be acknowledged by these 'rebels'.
Voting to unban people who cause obvious problems, so they can go "Hey you can thank me! Now be my friend!"

There aren't enough stable, competent users for a functional system like this. Whatever goes unmanaged eventually does if enough people give a crap.
