Need help with Steam, Network problems refuse to let me play?

Once again, Steam is broken and is denying me access to over $100 worth of games.
I first log in as normal, everything seems to be okay

I have forced offline mode and changed the server, no avail.
I reinstalled, still no avail.
I couldn't find any good support online.

My internet has been slower since the error, I think I may be having trouble connecting to the network because of my internet?

If anyone has encountered this before and fixed it, or knows how to fix it, please help me.
