I've heard of buying stars before, but you can't charge people for using them.
That's kind of a scam. Companies just advertise the process, "certify" it to those who buy, and then send you a map/certificate, but nothing is truly done otherwise. The name isn't changed nor are you officially recognized as the owner by anyone except yourself. It's like getting a novelty police badge; Certainly you can say it's yours and proclaim yourself lieutenant of the force, but that doesn't make you a police officer. :c
